Malaysia’s Clean Energy Surge: Qn-SOLAR Positioned to Empower New Growth

Malaysia's solar energy industry will enter a stage of accelerated growth in 2025, marked by a national 2 GW utility-scale solar tender and a series of policy initiatives aimed at expanding renewable energy adoption. The new developments reflect Malaysia’s ambition to generate 40% of its electricity from renewables by 2035.

 

The latest tender includes 500 MW specifically allocated for floating solar, signaling a broader strategy to diversify solar applications. In 2024, the total installed capacity of solar energy reached approximately 2 GW, which means that the country's solar power generation may double.

 

Recent policy measures introduced by the Ministry of Energy Transition and Water Transformation (PETRA) include:

CRESS (Corporate Renewable Energy Supply Scheme) – Enabling direct PPAs between companies and solar developers, replacing the previous virtual-only model (CGPP).

CREAM (Community Renewable Energy Aggregation Mechanism) – Allowing homeowners to lease rooftop space for solar projects, launched in February 2025.

Increased investment from national utility TNB – Committing MYR 42.8 billion (~USD 10 billion) to support grid upgrades and clean energy expansion.

Malaysia’s solar sector continues to face challenges, including skilled labor shortages and regional grid limitations, particularly in Sabah and Sarawak. Energy analysts also point to the growing role of battery energy storage systems (BESS), which are expected to be included in future tenders and are already incentivized under the new CRESS framework.
